NIC Technologies Launches Online Pre-Employment Screening Program for Motor Carriers and Drivers at www.psp.fmcsa.dot.gov

Motor Carriers and Commercial Drivers Can Now Access Crash and Roadside Inspection History Records Electronically

May 12 2010, McLEAN, Va - Motor carriers now have a faster and easier way to assess the driving and safety histories of prospective drivers. The U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA) yesterday announced the launch of the new federal motor carrier Pre-Employment Screening Program (PSP), now available at http://www.psp.fmcsa.dot.gov. The Pre-Employment Screening Program provides real-time data to help motor carriers review the crash and serious safety violation histories of prospective employees as part of the hiring process.

PSP online services are developed and managed in partnership with NIC Technologies, LLC, part of eGovernment firm NIC Inc.’s (NASDAQ: EGOV) family of companies that also develops eGovernment services for the Federal Election Commission. PSP online services were developed at no cost to U.S. taxpayers through a proven self-funded solution that nearly two dozen states currently use to provide citizen-friendly online government services.

The PSP website now offers two convenient and secure online services:

  • PSP driver record access for enrolled motor carriers who are prospective employers; and
  • Access for commercial drivers to purchase their personal PSP record.

Additionally, the PSP website offers easy-to-access enrollment information for motor carriers wishing to sign up for the new service.

"We are very excited to introduce our first self-funded service for the federal government," said Harry Herington, Chairman of the Board and Chief Executive Officer of NIC. "PSP makes our highways safer by providing access to valuable information for motor carriers and was built without a single penny of taxpayer dollars. Our mission is to help government deliver cost-effective online services and we look forward to continuing to help our partners at FMCSA support the needs of motor carriers and drivers."

The Pre-Employment Screening Program is the result of federal legislation that requires FMCSA to provide prospective employers of commercial drivers with electronic access to driver history data in FMCSA’s Motor Carrier Management Information System. A driver’s record includes three years of available roadside inspection history and five years of available crash history. The PSP website also provides links to the PSP online services, details about the program, and answers to frequently asked questions.

Motor carriers must enroll for the PSP program to access driver records for prospective employees. Once enrolled, motor carriers are provided PSP system credentials and pay an annual subscription fee and $10 per PSP record purchased. A motor carrier is required to obtain a driver’s written consent prior to accessing the driver’s PSP record.

Individual drivers can access their personal PSP record at any time on the website. A driver pays $10 to purchase his or her record, but no annual subscription fee will apply and no enrollment is necessary.

Drivers, motor carriers, and industry representatives are encouraged to visit http://www.psp.fmcsa.dot.gov for additional information and news on the PSP program. For specific questions about enrolling in the PSP program, please e-mail PSPenrollment@nicusa.com.
